Subject: [PATCH] Fix GitHub workflows to install Corepack before installing
 Yarn

Modern versions of Node do not install Corepack by default, and Corepack
is required to run modern versions of Yarn. This commit updates all
GitHub workflows to ensure that Corepack is installed.
