Subject: [PATCH] Modernize repo maintenance setup

- Replace CompatHelper with Dependabot's julia ecosystem
- Move test deps to test/Project.toml in a workspace
- Require Julia 1.10 (as PythonCall does) and test on min/1/pre
- Bump checkout to v7 and setup-julia to v3
- Sync TagBot workflow with upstream example
- Fix README install wording, ignore versioned manifests
