Need @TestDescription annotation, @TestPassed

Rather than "System.out.println"ing test info, define annotations that can be scanned and reported even when the tests don't compile

Could @TestDescription,passed be combined into a single annotation that also provides @test and constructs the proper "System.out.println"s? would probably easier for adding descriptions when tests don't compile in #6
