Translation of Theme

We have had quite a few complaints over the years of the theme not being translatable.

What steps need to happen to get us there?

All parts of our theme are translatable on Crowdin. The rest is part of the rtd theme we're using as a base. (But it's pretty much only the "Edit on GitHub" button for example) There are efforts to translate that as well at readthedocs/sphinx_rtd_theme#405
