No Build System for Shadow Programs

I'm working on the Shadow-Examples and there is no solid build system for Shadow. I realize this is fairly low on the list, but how should we recommend people build Shadow projects? Makefiles would actually work fairly nicely on Linux, but what about on Windows?

We could always just try and incorporate everything into Eclipse and tell people to build through there... thoughts?

Like javac, shadowc is (usually) smart enough to figure out dependencies
for smaller projects.

I'm comfortable with that for now. People can use make in Linux and CMake
in Windows for larger projects.

I would like to get the Eclipse plugin doing some management. Right now,
it's not clear what that management is. There aren't any external
libraries to link in, and we don't even have a system for managing such
libraries. That's probably the problem to focus on: What's the Shadow
equivalent of a JAR or a C++ library?
