Non license files in license_files in setup.cfg

why do you include:

AUTHORS.rst
CHANGELOG.rst
CODE_OF_CONDUCT.rst

which are not license files into license_files ?

@pombredanne could you explain why this is the case?

The core medatdata spec does not explain this much, but it also has AUTHORS in examples so I'm thinking this is valid use:

• https://packaging.python.org/en/latest/specifications/core-metadata/#license-file-multiple-use
• https://peps.python.org/pep-0639/#add-license-files-key

Is this because these files could have legal texts/license references related to contributions, copyright holders etc?
Even then why is the code of conduct file included in these?
