OTel plugin: upgrade to current ADOT Lambda layer and enable trace-correlated logs

The Java Durable Execution SDK's OpenTelemetry plugin is pinned to the legacy ADOT Java layer (aws-otel-java-agent-*-ver-1-32-0) and does not surface trace context in logs. We would also like to define no-arg constructors so customers can use Otel Plugin without any configuration.

1. Upgrade ADOT layer
