Subject: [PATCH 1/2] ci(workflows): switch to public reusable workflows

Use the public reusable-workflows repository for pre-commit and semantic-release jobs to support the OSS setup, and skip Go vet and unit tests in pre-commit checks.

Add documentation for the pkg directory.
