Users types for moderation

Create two kind of Users: moderators and not moderators (it can be a flag column). Only moderators should be able to delete not owned comments, hide not owned comments, block users, and mark comments as "resolved".

It would be nice if the owner of the comment could mark the comment as "resolved".
