docs: pin v2.19.3 and add its changelog entry
v2.19.3 is on PyPI, so the docs-sync job fails on the v2.19.2 pins in the pre-commit snippets.

## v2.19.3 (2026-10-21) { #v2193 }
38+
39+
### Fixed
40+
41+
* **A true/false setting written as a string stops the run** — a quoted
42+
value such as `conventional_commits = "false"` was read as true, so the
43+
rule stayed on and rejected the commit. Any value of a true/false setting
44+
that is not `true` or `false` is now a configuration error (exit 2) that
45+
names the setting, like the other wrong-type values in 2.19.2. CLI flags
46+
and `CCHK_*` variables were already read correctly.
47+
See PR [#636](https://github.com/commit-check/commit-check/pull/636).
