Subject: [PATCH] CI: Use ubuntu-slim runners for simple jobs

A new 1 vCPU, with limited RAM (5 GB) and execution time (15 minutes)
is available.
These are container-based. From their blog post, they are appropriate
for auto labelling issues, linting/formatting, basic formatting.
