Four files in the tree contain such stray control bytes and newly fail with the v3.11.3 bump in this PR: configure (a BEL byte, part of a legitimate autoconf-generated awk field separator), lib/external/ccmath/C01-matrix (vendored third-party code), and raster/r.drain/README and scripts/r.drain/README (a duplicated, historical email preserved as documentation). None of these are appropriate to hand-edit, so mark them charset = unset in .editorconfig, matching the existing convention used for other known non-utf-8 files. Verified against a locally built v3.11.3 binary that this is the only change needed: editorconfig-checker now passes over the full git-tracked tree with no other new failures.
