Streamline information in release workflows

We need better way to track workflows, that are associated with release of Che, so that automation scripts and skills could check on their completion

Describe the solution you'd like

• add dedicated step that shows parameters of the release workflow (it's version)
• reword commit message to contain an easily identifiable prefix release:
• optionally, add additional verifications of input parameters and output artifacts
