Subject: [PATCH] Add Cloud Agent development environment for Foxglove
 tutorials

Set up a Python virtual environment with the dependencies needed to run the
repo-wide README generator (enforced in CI) plus the runnable Foxglove SDK
Python tutorials (ROSCON Spain 2024 CSV->MCAP and the EtherNet/IP integration).
