The OSM discord, but it tends to be more focused on OSM.

Hi @copumpkin thanks for asking about this! The best place currently is the #oldinsurancemaps channel in the OSM US Slack, or, for longer form posts and archive-able discussions, you can join the OpenHistoricalMap forum and post in the dedicated category we have there.

I'm going to leave this ticket open for now because I think there is a need for more obvious links to these places from the website itself.
