I rechecked this against current react-component/drawer master at exact head 5bb1cc64c5b62f3bd53b4176c7f9cee205a33a67.

The current Drawer only enables the Portal scroll lock when mask && (mergedOpen || animatedVisible). The repository also has an explicit regression, mask false not lock body scroll, which verifies that an open <Drawer mask={false} /> does not apply overflow-y: hidden to document.body.

I ran that focused regression on the exact head: 1/1 passed (44 unrelated tests skipped). No source change is needed for the reported behavior, so this issue should be eligible for maintainer closure.
