Subject: [PATCH 2/2] fastparquet: Skip the patch step when a version has no
 patches

2026.9.0 includes upstream fb5634c ("compat: numpy 2.5.0"), the only
patch carried for 2026.5.0, so the new version needs no patches/
directory. Apply patches only when one exists for the version.
