Trying to install nightly 2024-09-13 with the llvm-tools component is failing with:

error: failed to install component: 'rustc-aarch64-apple-darwin', detected conflict: 'lib/rustlib/aarch64-apple-darwin/bin/llc'

I believe this is a regression from #130040.
