Goal-based onboarding

Problem

Developers arrive with different goals and need onboarding paths that reflect their intent, but the current onboarding flow is too generic and does not guide them through a minimum viable path to value.

Proposed solution

Add goal-based onboarding with intents such as expert, contributor, collaborator, and profile. Each path should define minimum criteria, execute the first workflow, and surface completion telemetry and accessibility-aware guidance.
