Bundle CLI d93970c: plan features in project capabilities, feature_not_in_plan guidance

The bundled CLI reads plan_features and limits in screenrig project
capabilities, guides an agent on feature_not_in_plan (credit does not
unlock it), names required_plan on member and screen limits, and skips a
project export section the plan does not include.
