Bundle CLI c3be217: enroll --setup-code; skill passes the website setup code

The skill tells the agent to add --setup-code when the person's message
carries a screenRIG setup code, so the new project links to the website
visit that showed it. Also folds in the Pi 5 note: a Raspberry Pi 5 decodes
only HEVC (for claude/243d137a). The bundled CLI also carries the
notifications, campaign explain, migration and media sync commands already
on cli main.

Budget before/after: repository 91 files, 3,078,089 -> 3,333,030 bytes; plugins/screenrig 43 files, 2,111,271 -> 2,365,997 bytes.
