Subject: [PATCH] ci: commit only the bump files in the auto-bump PRs

create-pull-request stages every change in the working tree by default.
The RustCFML version check runs the full suite first, so its first real
bump PR (#4577) also committed public/logs/*.log and
tools/ci/__pycache__/*.pyc.

- rustcfml-version-check.yml: add-paths limited to the four files
  bump-pin.sh and run-suite.sh --write-baseline produce.
- bump-develop-version.yml: add-paths: wheels.json. Its PRs only ever
  contained wheels.json; this keeps it that way.
- .gitignore: public/logs/ and __pycache__/.
- Both steps document that a GITHUB_TOKEN-opened PR starts no CI:
  whoever handles it pushes a commit (an empty one is fine) to start it.
