ECC's root .mcp.json starts npx -y chrome-devtools-mcp in every session
(4 node/cmd processes each; 14 sessions = 56 processes on the owner's PC).
The kit now adds {"serverName": "plugin:ecc:chrome-devtools"} to
deniedMcpServers in user settings; other deny entries are kept.

Gates: /sec (gitleaks staged: no leaks), /rules ALLOWED, /aup-audit no findings.

Test: cargo test ecc_plugin/plugin_manifest/org_policy 5 passed; Windows live: claude mcp list no longer shows plugin:ecc:chrome-devtools after deny. Not verified locally: macOS, Linux (CI).
