…ttings Test-QuarantineFiles takes the settings and adds the warning C16 for a quarantine.<x>.json whose <x> is not a stage slug, only when the settings have no C5 findings. Not blocking; the file still feeds C7 and C13. Fixture overlay unknown-quarantine-stage, Pester cases, ARCHITECTURE 5.3 row and 5.5 order, naming.md section 6 row, and every C1 to C15 range moved to C1 to C16.
