commit_to_branch fed git hash-object through a text-mode pipe. On Windows that converts every LF to CRLF, so a one-line status.json edit written to a port/<name> branch landed as a whole-file rewrite. Found while running the record reconciliation on the Windows host: all eight branch-resident commits it prepared were 130-176 line rewrites for a 1-4 line change. None were pushed.

The fix passes the content as UTF-8 bytes. The README table is regenerated in the same change (arrayfire's maintained ruling) because the pre-push gate refuses record pushes from a checkout whose table is stale.

commit_to_branch fed hash-object through a text-mode pipe. On Windows
that turns every LF into CRLF, so a one-line status.json edit landed as a
whole-file rewrite on the port branch. Pass the content as UTF-8 bytes.

Also regenerate the README table (arrayfire's maintained ruling), which
the pre-push gate requires before any record push from this checkout.
