The ABI and ACLE mix two different comment characters in several documents "CC-BY-SA-4.0”. Standardise on straight quotes "CC-BY-SA-4.0".

I've not changed copyrights or added a changelogs for a one character NFC change. I believe modifications need to be significant to update Copyright dates.

I don't understand the CI failure. There is a link in main/design-documents/function-multiversioning.md , but that link is correct https://sourceware.org/glibc/wiki/GNU_IFUNC and I didn't change that. It is possible that the GNU website checking you are not a bot caught the CI
