Add missing copyright headers to the YAML test framework sources.
Update the files under
common/acs_test_framework_runnerto use the standard Arm Apache-2.0 file header so the framework matches the rest of the repository and passes header/license consistency checks. This is a non-functional cleanup change only; no test framework behavior is modified.
