pcie: add PCI_IN_07 coverage through p028 entry - #580

- Add p028_entry as the test entry for PCI_IN_07 and map it in the rule metadata. Register the entry in the rule execution enum and function tables for UEFI and baremetal builds. - p028_entry is implemented in p008.c, so the existing p008.c source entries in the INF and baremetal source lists cover compilation. - Updated the checklist to match the changes Signed-off-by: Sujana M <sujana.murali@arm.com> Change-Id: I9c00ae28ad6d4e54cde0a30b3e7236da76aaab87
