Bumps certifi to 2026.10.19. Versions before 2026.10.18 still trust the emSign ECC Root CA - G3, and eight eMudhra intermediates chaining to it had compromised keys (GHSA-6q48-6c7w-9gw2, AIKIDO-2026-79419).
