This upgrade will need to be coordinated with BSI, since its dependency on
@formatjs/icu-messageformat-parserwill need to upgrade at the same time.The only breaking changes in this release were that it "now requires TypeScript 5.4 or newer", which... in theory could affect a repo consuming
@brightspace-ui/intl, but some quick searching seems OK-ish. I'm also not seeing any errors if I use an older version of TypeScript in this repo, so I think it should be fine.
