ci: address Dependabot updates and workflow maintenance

Very small change that updates the workflow to their latest version of a few libraries:

• astral-sh/setup-uv@v10.2.0
• codecov/codecov-action@v7.1.1
• peter-evans/repository-dispatch@v4.0.1
• actions/stale@v11.0.0

Note that I did not discover these. Dependabot did and it also automatically generated the fix. The fix looks good to me, though.
