Create Forecast base class

Attributes:

array: ensemble member (int)
array: lead time (datetime64)

Needs to support default empty initialization (arguments must default to None). Must be a "cooperative" Mixin class:

class Forecast:
    def __init__(self, lead_time = None, member = None, *args, **kwargs):
        super().__init__(*args, **kwargs)

With the current API, Forecast is no abstract base class and does not need to derive from ABC

Ugly things we don't want:

HazardForecast(Forecast, Hazard):

HazardForecast -> Forecast -> Hazard -> object

def __init__():
    super(self, Hazard).__init__(...)
    super().__init__(...)
