Update SenseNova account usage windows to use local successful-usage observations with rolling 5-hour and 7-day point quotas. Preserve existing local balance deduction and billing logic.

Checks: focused Vitest, vue-tsc, production frontend build, ESLint, git diff --check. Go tests were not run locally because the Go toolchain is unavailable.

Code audit completed. Verified the rolling 5-hour and 7-day point windows use the 60,000 and 600,000 limits, local balance deduction and cost fields remain on the existing billing path, and upstream 429 cooldown state is separate from quota utilization. The changed frontend and backend paths have focused tests; both CI workflows passed with no blocking findings.
