Consolidate the duplicate non-localised route tree (app/(protected), app/register, app/document, app/auth) into the [locale] tree #1516
Description
The app has two parallel sets of pages: app/[locale]/... (translated, uses useTranslations) and legacy copies such as app/(protected)/documents/[id], app/(protected)/map, app/(protected)/admin/{users,activity,audit-logs}, app/document/[id], app/register, and app/auth/oauth/callback. The legacy pages hard-code English, use different API helpers, and some are only reachable by accident, so fixes land in one copy and not the other.

Suggested fix
Decide the canonical set, move the legacy pages under app/[locale]/(protected)/... (translating strings), delete the duplicates, and add redirects for old URLs in middleware.ts.
Acceptance criteria
- Each URL is served by exactly one page file
- Old URLs redirect
- Middleware tests and e2e smoke pass
