The matcher’s addressed ROW padding leaves complete-fibre materialization and local control to a supplier. This package lowers that adapter to a fixed 589-instruction controller on 15 distinct tapes, including binary descriptor decoding, actual round-up, copying every prefix/row/body bit, restriction, and owned-work cleanup. It authenticates all 80 padding lifetimes in the retained #4989 program; the first P=2, R=5, S=3, B=6 fixture expands 60 bits to 72 with 12 literal zero bits.
The written all-width argument bounds adapter transitions by 2048V+2048 and visited cells by 64V+64, where V=PRB. CALL retains an explicit completed rowwise, source-preserving callee premise. Canonical data failures use a fixed cleanup epilogue; invalid post-call heads or markers quarantine. This does not admit the native callee, full GL64 payload, P3, precision, outer composition, or a new multiplication bound.
Validation: registered normal and optimized Python checks pass 126 success cases, 14 rejection controls, and a deliberately broken-cleanup checker control. Source-history/committed-byte checks and official 19-file export pass. Git-free cold normal/optimized runs reproduce RESULT.json, reject corrupted source, and preserve all 20 exported files including the export receipt. Independent read-only review found no remaining blocker within the stated conditional contract.
Credits: builds on #4989 and #4957 supplier boundaries, NickPetalas’s #3503 strict-volume argument and capped Count adapter, and JoseManuel’s retained PR2786 padding implementation. The package preserves predecessor attribution and distinguishes the finite calibration from the all-width written proof.
