Result

The retained #4795 key service consumes a supplied ROM. This package executes its missing upstream producer: one input-independent finite-symbol program reads padded encoded rotation descriptors, performs the retained #4192 arena/DFS construction with encoded scalar registers, emits every canonical Beneš layer and a selected ROM, and erases private storage. The actual h=3, modulus5, offsets[0,2,4,0] row is passed as the same cell list to the unchanged service; five key cases independently audit all three current-state query epochs, including positive ROM bits. A literal final scan disposes of both owned outputs.

The written result covers every valid typed descriptor and every finite nonempty offset list. List traversal uses end markers, so a W-bit offset-count cap is absent (W4 with17 offsets is independently calibrated). It explicitly distinguishes borrowed-role disjointness, fresh blank owned roles, successful cleanup, malformed-input rejection without rollback, and little-endian word transport from #4192. The source's arena/DFS/equality theorem is credited, not claimed as new. Complete conservative local instruction/storage bounds include scalar control, full arena scans and spool/transposition; no full evaluator E tariff or new kappa follows.

Validation

• Python3.12.2 normal full producer/consumer replay and twelve malformed/semantic controls passed; actual producer count459,156,907 instructions,16,685 represented cells,1,796 output-disposal instructions.
• Official committed export and Git-free optimized full replay, exact source SHA/blob/pins and publication source history; source-corruption rejection.
• Independent agent source/proof/adapter review and small h1/h2 endpoints; not human or proof-kernel acceptance.
• Normal receipt generation and final cold optimized replay use the full checks; no repeated historical/selected suite, Lean or Docker.

Remaining obligations

Current-child CRT descriptor production/serialization, variable-geometry key adapter, full five-layer repair/evaluator lifecycle, binary encoding of the marker alphabet and global native/precision/outer contracts remain open. The actual join identifies32 flat cells, not the different producer four-by-eight and query two-by-sixteen header geometries. Frozen predecessor files and selected frontier are unchanged.
