Summary

Raise the minimum and Ruff target to Python 3.10; replace the 3.9 test boundary and update active documentation and next-release notes. Preserve standalone operation, optional extras, historical reports and the Python 3.12 Pyodide configuration.

Local validation

  • Python 3.10.11: 368 passed, 1 skipped.
  • Clean wheel installation, CLI validate/inspect and pip check passed without NumPy, h5py or application/GUI packages.
  • Wheel/sdist and full configured Ruff passed.

Integration gate

Current-head validation completed: 11 executed checks succeeded; 2 tag-only publication jobs were correctly skipped. Merge only after applicable current-head checks and required reviews pass; then verify the merge and close the tracking issue explicitly. No package release or promotion to another stable branch is included.

Pyodide execution remains unverified locally because its runner required unavailable approval.

Known baseline: WinPython 3.14.5 (zlib 1.3.1.zlib-ng) gives 367 passed, 1 failed and 1 skipped; the compressed-corpus byte mismatch reproduces unchanged on origin/develop (ece62a5). No runtime or corpus rewrite is included to mask it.

Tracking issue: #1

Verified merge gate

Head: 2f40cf1

11 executed checks succeeded; 2 tag-only publication jobs were correctly skipped.

Branch and review protections are satisfied; no administrator bypass is used.
