Aligns the desktop welcome page with DataLab-Web: besides startup, the page is brought to the front whenever the current signal or image panel is empty, i.e. when switching to an empty panel, deleting its last object or resetting the workspace. It replaces the empty plot view, which offers no guidance, and gives way to the panel view as soon as an object is created or opened.

  • A closed Welcome dock is reopened when the current panel becomes empty
  • The existing welcome_on_startup option keeps its key; it is now labelled "Show welcome page when the current panel is empty" and also disables this automatic display (Help > Welcome page still works)
  • Overview, settings and 1.4 release notes updated, French UI and documentation catalogs complete

Validation: full test suite 634 passed, 3 skipped (new test_welcome_page_follows_empty_current_panel).
