Adds an Available plugins tab to Plugins > Configure plugins..., listing the plugins of the DataLab plugin catalog.
datalab/plugins/catalog.py(Qt-free): readscatalog.json(schema_version1) and downloads a release, checking its size and SHA-256 against the catalog; onlyhttpsandfileURLs are accepted.datalab/gui/plugins/available.py: lists catalog plugins with an Official/Community badge, license, source code link and search field; Install / Update to... download in a background thread, then reuse the existing installation path and consent dialog (which now shows the source).plugins_catalog_urloption: points to a private copy of the catalog (including afile:URL), or disables the catalog when empty.Independent of #390: both PRs can be merged in any order.
