Summary
Raise the minimum, classifier policy, Ruff target and both Qt CI boundaries to Python 3.10. Update generated plugin projects and Desktop catalog targets; remove obsolete entry-point, zipfile and stdlib-list fallbacks. Preserve compatible historical wheel tags and explicit pinned-release Python 3.9 testing, exclude 3.9 from current Windows matrices, and align active/generated/French documentation.

All applicable GitHub checks on the committed PR head passed; scheduled/on-demand checks are excluded only according to their existing source trigger conditions. Final delivery verification
Merged into develop as b8b74f8. The integrated commit and original head ce6edbe were independently verified using the pull-request REST API and target-branch comparison. Implementation commits retain Assisted-by: GPT-6.1 Sol. The shared contracts were also compared in the actual target branches where applicable.
The tracking issue is closed only after this merge verification; no package release is included.
