Wheels were inspected with the CI interpreter (Python 3.11) for every target, so a plugin requiring Python >= 3.12 was wrongly refused. Desktop wheels must now install on at least one Python supported by DataLab (3.9 to 3.14), web wheels on the Python of DataLab-Web's Pyodide (3.12). tools/wheels.py is updated from DataLab (DataLab-Platform/DataLab#393), and a test compares it with a sibling DataLab checkout.
