Summary
Remove Python 3.9 from the supported Desktop targets, synchronize the wheel inspector with DataLab and Web, update authoring examples and add explicit boundary coverage. Keep Web at Python 3.12 and preserve older wheels that are compatible with supported hosts.

Final delivery verification
Merged into main as 946ec57. The integrated commit and original head f823750 were independently verified using the pull-request REST API and target-branch comparison. Implementation commits retain Assisted-by: GPT-6.1 Sol. The shared contracts were also compared in the actual target branches where applicable.
The tracking issue is closed only after this merge verification; no package release is included.
