Release v0.30.36 with the Helm-to-Helm Responses continuation recovery fix from #972. Both gateways in a relay chain must be upgraded to preserve the structured before-send recovery signal and cooldown.
This PR changes only package.json. The fix passed the full required CI suite; this release commit must also pass CI before publication and deployment by immutable digest. No database migration or configuration change is required beyond the deployment image pin.
