Creates explicit npmjs.org (not GitHub Packages) publish workflow using GitHub OIDC
id-token: write, Node 24, or an existing repositoryNPM_TOKENsecret. Verifies full tests, ESM/CJS exports, license and pack contents, publishes--access public --provenance, then independently confirms the public npm registry version. Includes authorization/setup guide. Will not report success unless the npmjs.org registry confirms it. Triggered when merged into main.
