This PR has updates needed for moving to mom6 geos/v3.10 which has updates from:

• GFDL to main (2026-07-27) mom-ocean/MOM6#1708
• Dynamic core Block-loop implementation: Continuity, Coriolis/Advection, Horizontal Viscosity mom-ocean/MOM6#1712

That first one is non-zero-diff in that:

1. CAu and CAv will change in MOM.res.nc (Per this comment: "Once again, we DO expect there to be changes in the restart files in the CAu and CAv fields at the coastlines, but these do not impact the exact reproducibility across restarts, nor do they change any solutions.")
2. in ocean_geometry.nc, there are now geolatu, geolatv, geolonu, and geolonv

I'm labeling as non-zero-diff for coupled then. Note: The changes here are only to allow building with mom6 geos/v3.10, but we track things "together"

I do not see the ocean_geometry.nc change in my c12 v14 test. Not sure why.

NOTE: CI will probably fail for chicken-and-egg issues. Once I confirm this branch and geos/v3.10 build together, I'll make a PR in GEOSgcm which will be an arbiter.
