Integrate external weather data

Considerations:
- How often do we need to collect this information
- How granular does the time scale need to be
- How can we adjust it by location
- Refer to #3 for possible resources

Acceptance Criteria:
- Python script that scrapes weather data
- Execute at least 3 "runs" show that the data is cleaned
- Be ready to present file/finding at next meeting (10/06)
