Bump @intentius/chant and the github lexicon to ^0.101.0, which publishes members[].generated[].jobs on chant workspace ls --json. Add a checks subcommand that prints the ruleset requiring those names.

Closes #62
Bumps the chant ranges to ^0.101.0 (published, and it carries
members[].generated[].jobsonchant workspace ls --json, INTENTIUS/chant#3050) and addsgithub-warden checks. It reads each member's generated GitHub workflow job names from the contract and prints a ruleset requiring them as status checks, for therulesetscycle.--memberspicks member pipelines,--branchthe branch,--format contextslists names per member. A member with no workflow or unreadable names is skipped with a note.Acceptance criteria:
chant workspace ls --json(feat: read workspace members from chant's read contract and generate CODEOWNERS #63).chant/lifecyclebranch can be protected by a ruleset (feat: read the chant/lifecycle ledger paths and ruleset from the status contract #64).Local checks:
npx tsc --noEmit,npm test(586 passed, with a test against real chant 0.101 output), the mock smoke, npm run lint:prose, and the CLI against a temp workspace. The warden is not published.
