Both packages move to 2.3.0 so they carry spec 2.3: an active package's TypeScript composite is interpretable (widened), and a host value's provenance origin is unknown (added). They also carry the reference's reading of an interpreted composite's result in an argument (chant#3610), the composite export-name fix (#250), and the new fixtures.
