Move the weekly/on-demand CodeQL analysis off GitHub-hosted runners onto the org-level ubuntu-mini runner (label
codeql-mini), matching the vega-codeql pattern. Reduces code-scanning minutes and keeps the analysis on the dedicated mini box.
