Cuts 4.5.0: everything merged since 4.4.0 (#93 to #102).

  • All 50 states and DC as jurisdictions, sourced from the RCFP Open Government Guide, with a verified flag
  • Local public bodies (agency add -j us-mi -l school_district)
  • Request clocks computed from the law (request mark, request status, deadlines check), migrations 006 and 007
  • Jurisdiction-aware request letters and the FERPA-aware school-program template
  • National Archives Catalog source (--source nara)
  • docs/RECORDS_LADDER.md

Merging publishes the release per docs/RELEASING.md. Local suite: 481 passed, 20 skipped.
